LCWSC strives to provide water throughout Laurens County at the most competitive rates possible while maintaining and upgrading infrastructure to ensure quality municipal water. In this effort, LCWSC faces unique challenges that many urban providers don't encounter.

Like most rural water systems, LCWSC must install extensive water lines through sparsely populated county regions (see Service Area map PDF). This requires greater capital investment to serve fewer customers compared to densely populated urban systems. Additionally, LCWSC must continuously negotiate water rates with suppliers.

The LCWSC system was constructed during a period of decreasing federal support for such infrastructure, resulting in higher debt obligations than many municipal systems. Unfortunately, the combination of debt burden and customer dispersion typically necessitates higher water rates than larger metropolitan areas. We believe growing rural communities deserve reliable public water infrastructure. Our plans for line extensions and improvements will deliver water to more areas while enhancing the county's appeal for industrial and commercial development. These upgrades also improve fire safety and can reduce homeowner insurance premiums through the addition of more fire hydrants.
