The Municipal Water Source Safety Plan for Heber City Municipal Hydrant is available for public review. This document contains vital information about water protection zones, potential contamination sources, and management strategies implemented to protect our community's water supply.

Heber Valley has become one of America's fastest-growing regions as of 2016. As previously undeveloped and agricultural areas connect to public sewer systems, the risk of water source contamination has significantly decreased. Heber City's commercial and industrial development has been strategically zoned away from water production and storage facilities, effectively minimizing contamination threats.

Our State-mandated Wellhead Protection Program continues to successfully safeguard the community's water supply from commercial and industrial threats. We've also developed comprehensive management strategies to further protect our water sources. If you have questions about our source protection plan, please contact Heber City's Architectural Department at (435) 654-0757, located at 75 North Main Street in Heber Town Hall.

CROSS CONNECTION CONTROL
While our distribution system has numerous connections, properly installed and maintained connections pose minimal risk. However, unapproved or improper piping connections can negatively impact both water supply and quality. Cross connections may allow contaminants to enter the water system when proper protection is absent. You can help by preventing improper connections at your home, including unprotected hoses or unprotected yard sprinkler systems after fertilizing. Heber City's ongoing water service replacement and meter vault upgrade program, funded by monthly water usage fees, dramatically reduces cross-connection contamination risks through the installation of Utah State certified backflow prevention equipment.

WATER SYSTEM IMPROVEMENTS
All Utah community water facilities undergo inspection every three years by State certified inspectors following established health standards. These inspections monitor Heber City Public Works' responsibility for protecting the community's water system from unauthorized access or contamination. Any system weaknesses are documented as deficiencies in the survey and assigned risk values.

Last year, our Public Works water distribution team focused on improving water quality and conservation by replacing failing and undersized water mains in Old Heber, particularly along Main Street, before major highway improvement projects began. We also reconfigured water distribution routes from storage facilities and installed additional transmission mains to improve hydraulics and flow characteristics to higher-elevation properties like Valley Hills Subdivision.

These properties previously relied on inline pressure boosting pumps which, while optimizing water pressure, risked compromising system integrity. Our distribution system improvements should increase water pressure sufficiently to reduce backflow risks and undetected cross-connections. We're pleased to report our municipal water continues to meet all federal and state requirements.

The District was established in 1950 and currently provides water and wastewater services to approximately 120,000 residents across a 24.5 square mile area in central Salt Lake County. With 72 employees, the District operates and maintains over 364 miles of water lines, eight storage reservoirs, eight deep water wells, roughly 350 miles of wastewater collection lines, and 17 wastewater pump stations.

The District continuously upgrades its infrastructure to ensure assets remain in proper working condition and comply with all state and federal regulations. Starting with just 312 connections in 1953, the District grew to 3,149 connections by 1960. Over the following three decades, connections expanded to more than 20,000, reaching approximately 26,861 by the end of 2010.

To accommodate this growth, in 1978 the District formed an inter-local agreement with 2 cities and 4 development districts to construct the Central Valley Water Reclamation Facility, which processes all wastewater for the area. In addition to its own water sources, the District purchases culinary water from Jordan Valley Water Conservancy District. For the year ending 12/31/2016, the District purchased 5.8 billion gallons while producing 1.5 billion gallons from local sources.
