About Us
The Bull Run Watershed is Portland's protected surface water supply, situated 26 miles from Portland within Mt. Hood National Forest. This watershed is carefully managed to ensure clean water delivery to approximately 25% of Oregon's population.
In a typical year, the watershed collects an impressive 135 inches of precipitation that flows into Bull Run Water and into two reservoirs storing nearly 10 billion gallons. A 2003 Source Water Assessment (available at www.portlandoregon.gov/water/sourcewaterassessment or by calling 503-823-7525) identifies natural microbes like Giardia, Cryptosporidium, and coliform bacteria as the primary contaminants of concern. These organisms exist in most freshwater environments, though usually at low levels in Bull Run.
Currently, Bull Run remains an unfiltered source without Cryptosporidium treatment, though Portland Water Bureau is developing a filtration plant scheduled for completion by September 2027.
The Columbia South Shore Well Field serves as Portland's protected groundwater supply with 26 active wells across three aquifers. Located along the Columbia River's southern shore, it's Oregon's second-largest water resource, capable of producing 95 million gallons daily. This well field supplements Bull Run during maintenance, turbidity events, emergencies, or summer demand increases.
Portland collaborates with Gresham and Fairview to prevent hazardous material spills that could contaminate groundwater. The city hosts public events like Aquifer Adventure and Groundwater workshops to promote community involvement. The Cascade Well Field is jointly operated by Rockwood Water People's Utility District and Gresham. The District began using Cascade wells water in 2005, primarily during summer to supplement Bull Run supplies. This groundwater comes from the Sand and Gravel Aquifer. The District has been serving the community for over 90 years. Originally established as Rockwood Water District, it transformed into a People's Utility District (PUD) in 1990 to protect its boundaries from annexation. We exclusively provide water services and do not handle sewer or stormwater management.
Our district encompasses approximately 10 square miles, where we maintain more than 165 miles of pipeline, operate three production wells, and manage 4 reservoirs providing 21 million gallons of storage to ensure a reliable and adequate water supply for our customers.
Currently, we serve 13,320 meters, supplying approximately 62,175 residents across Portland, Gresham, and Fairview. Your water typically comes from the Bull Run Watershed, purchased from Portland. During certain periods, particularly summer months, we supplement this supply with groundwater from the District's wells. Portland also draws from the Columbia Southshore Wellfield to augment Bull Run supplies during emergencies or to meet high summer demand.
